I use Blo-Pens. They are safe, nontoxic and will wash out.

First of all I'm not sure why you would want to do that... but there are to options one is as other have mentioned kool-aid the other is a non perment dye called manic panic..its perfectly safe to use on dogs. I'll leave you a link
